Supongo que haciendo botón derecho sobre la unidad>Formatear> tildar "Crear un disco de inicio MS-DOS" debería funcionar...

Ahí tenes imágenes de discos de booteo de todo tipo, y hay un par de utilidades para hacerlos sin usar el formateo del SO.
